Veolia (Paris:VIE) subsidiary OTV will be working on the upgrade of the SIAAP (Greater Paris Sanitation Authority) plant in Clichy. A contract worth EUR 79.2 million for OTV.

A vast project is about to get underway on the banks of the river Seine, in the Bac d’Asnières district of Clichy-la-Garenne. Located at the point where the Paris region wastewater systems converge, the SIAAP plant is about to undergo a transformation including an upgrade of existing facilities (pretreatment and pumping station), and the installation of a new unit to increase pretreatment capacity. The size of this project is equal to the size of a plant which, in 2014, treated 316 million m3 of water destined for to the Seine Centre, Seine Aval and Seine Grésillons wastewater treatment plants.

In order to ensure the smooth progress of this vast project, SIAAP opted for a consortium of companies including OTV, STEREAU (lead contractor), Bouygues Travaux Publics, Razel-BEC and HB Architectes Associés. Valued at EUR 401 million, this unique contract, named “Avant-Seine”, takes into account the client’s specific requirements during the upgrade period and for the plant’s subsequent operation.

Scheduled to take 96 months overall, the project includes design and build studies for constructing the new installations and upgrading the existing facilities, commissioning and supervision during the observation and technical assistance period.

These works will enable the plant to cope with the increasing volume of wastewater generated in the greater Paris region, bringing its treatment capacity to 35 m3/s compared with 20 today.

Technology, expertise and performance

Modern and robust, the new pretreatment units (coarse and fine screening, and grit removal) will comply with all the ergonomic standards and safety criteria demanded by SIAAP to ensure a highly reliable operation, whatever the plant’s configuration or variations in the Seine River level, including in periods of high flood water.

The waste treatment system has been designed as though it were a household waste plant with, in particular, automated grabs and compactors designed to handle large sized waste. Grit washers will ensure the removal of organic matter from the grit waste so that it can be used as backfill.

In order to protect the neighborhood from sound and odor problems, all the structures (new and existing) will be covered and ventilated.

The foul air extracted (375,000 m3/h) will be deodorized using OTV’s AQUILAIR® technology installed on three physical-chemical treatment lines guaranteeing the absence of any odors for the comfort of the neighboring community and personnel working at the plant.

In terms of environmental issues, the “Avant-Seine” project will take up the dual challenge of reducing its use of fossil fuel while at the same time developing internal sources of energy through the installation of photovoltaic panels and hot water solar heaters on the roofs of the plant buildings. Additionally, the Energido® technology developed by OTV to recover heat from wastewater will provide heating for the operation premises. Finally, a 70,000 m3 storage tank will limit overflow into the Seine River.

In addition to technical expertise, OTV and its partners have made significant commitments with regard to managing the complex scheduling for this project at a site that allows for little leeway. Consequently, the rigorous construction phasing stages will ensure that the existing facilities, a crucial part of the greater Paris region's wastewater system, will continue to operate while the work is in progress.

Capitalizing on its experience gained from other SIAAP projects and its expertise in managing major projects, the consortium that includes OTV has been able to pool the strengths and complementary expertise of each of its members in order to ensure an optimum organization.

A flagship project, “Avant-Seine” is scheduled for completion in 2023 resulting in the transformation of an industrial facility serving the common good of the local community and the Seine River.
