LexisNexis Risk Solutions has agreed to pay $5.8 million as part of a multistate settlement after state attorneys general investigated whether the legal research company failed to pay fees for crash reports.

LexisNexis, which is part of Relx PLC, defrauded state law enforcement agencies of more than $2.8 million, New York Attorney General Letitia James said Tuesday.

The multistate settlement included Illinois, Massachusetts, New Jersey and Tennessee, in addition to the city of Baltimore.

An investigation found when individuals and insurers bought copies of automobile accident reports, LexisNexis only paid law enforcement agencies for the first sale of the report, despite contracts saying that each sale of a report requires a payment, Ms. James said. The investigation determined LexisNexis understated crash report sales between June 2012 and May of this year, Ms. James said.

LexisNexis has agreed to pay fees it previously withheld and change its resale practices, according to New York's attorney general.

LexisNexis Risk Solutions said in a statement that the settlement includes no admission of wrongdoing or liability and that it is pleased to resolve the investigations despite disagreeing with the jurisdictions over the meaning of the language in the contracts. It also said a settlement was preferred to litigation as the settlement benefited the company's law enforcement partners.
