                      GOAL WINS FIRST GOVERNMENT CONTRACT


GOAL plc (GOAL) has been successful in tendering to the Qualifications and
Curriculum Authority (QCA) to undertake a project to Re-configure Key and Adult
Literacy and Numeracy Tests.


The project is in collaboration with the London Chamber of Commerce and Industry
Examinations Board (LCCIEB), has a total value of £297,000 and will be completed
by early September.


QCA is responsible to the Department for Education and Skills for managing the
development of key and basic skills tests for external assessment by Awarding
Bodies. GOAL will be developing existing test material to create standard test
papers in application of number, communication and information technology.


These tests are an important aspect of the Government's skills development
programme and are designed to enable Awarding Bodies to provide the tests to
test centres more frequently. The project draws on GOAL's capability in test
design and experience of cloning questions, supported by LCCIEB expertise in
examining key skills.


Commenting on the contract GOAL Chief Executive, Nigel Snook said:
