      OFWAT PUBLISHES PROPOSALS TO ALLOW SEVERN TRENT TO SUPPLY 
                     CUSTOMER IN WESSEX WATER'S AREA


Ofwat is consulting on changes to the licences of Severn Trent Water and Wessex
Water.

Wessex Water currently supplies water and sewerage services to Bowyers, part of
Northern Foods, located at Trowbridge, Wiltshire. The licence change would give
the customer the choice of allowing Severn Trent Water to supply services at
this site. However, following the consultation, it would be for Northern Foods
to decide whether to go ahead and change supplier.


Michael Saunders, Director of Consumer Affairs, said:


"We would like to see more business customers following Northern Foods' example
and finding out what other suppliers can offer them."


Comments about or objections to the proposal should be sent in writing to Beryl

7 Hill Street, Birmingham, B5 4UA or faxed to her on 0121 625 1379 before 5pm on
14 March, 2002.






NOTES TO EDITORS


 1. Philip Fletcher, the Director General of Water Services (the Director), is
    the economic regulator of the water and sewerage services in England and
    Wales. His primary duty is to ensure that the functions of the companies are
    carried out and that they are able to finance them. The Director has a duty
    to customers and a duty to facilitate competition. Customers' interests are
    represented by ten independent Customer Service Committees, established and
    maintained by the Director and, at a national level, by the Ofwat National
    Customer Council.


 2. Details of the proposals published today under the Water Industry Act 1991
    section 8(3) are attached.


 3. Certain classes of customer are currently able to choose their water or
    sewerage supplier through the inset appointment system. They are:


  • Those using large amounts of water - not less than 100 million litres of
    water a year.

  • Those not served by an existing undertaker. This includes areas that may
    be presently supplied by private suppliers' as well as unconnected sites.

  • Where the existing water company agrees to change its boundary or allow
    part of its area to be transferred to another water company.
