    On 22 July 2008 Ukrainian MTN Finance plc (the "Company") submitted to the Financial Services Authority a prospectus relating to the
Joint-Stock Commercial Innovation Bank "UkrSibbank" U.S.$2,000,000,000 Programme for the issuance of Loan Participation Notes to be issued
by the Company (the "Programme").

    On 25 July 2008 the Company submitted to the UK Listing Authority the Final Terms relating to the issue of U.S.$250,000,000 9.25 per
cent. Loan Participation Notes due 2011 by Ukrainian MTN Finance plc under the Programme and the Loan Participation Notes were admitted to
the Official List of the UK Listing Authority yesterday, 28 July 2008.

    The Prospectus is now available for inspection at the London office of Deutsche Bank AG, London Branch situated at:
