New Office in Sydney

The Board announces the formation of Quantum International Consulting (Pty.)
Ltd. ("QICA") together with the opening of its latest office in Sydney, New
South Wales. With Australia developing as an area of increasing global
significance this move reflects the importance that the Group places on the
region.

In addition, the Board announces that Mr. Robin Rose (51) has been appointed as
Managing Director of QICA. He has had an extremely successful career within the
construction industry in Australia and his contribution to QICA and to the
Group's management will be invaluable.

In addition to representing NBA Quantum's presence in Australia, the Sydney
office will also serve as the focus for the Group's increasing operational
interests throughout S.E. Asia.
