Russia's Communications Ministry is opposed to the proposed international takeover deals involving two of the country's three largest mobile operators, an official familiar with the situation told Dow Jones Newswires Thursday.

Last autumn Russia's second-largest mobile operator OAO Vimpel Communications (VIP) announced its intention to take over Ukraine's largest mobile operator Kyivstar.

Several weeks later, shareholders of the country's third-largest operator OAO Megafon said they wanted to merge that company with Turkey's largest operator Turkcell (TCELL.IS).

Norway's Telenor ASA (TEL.OS) is a major shareholder in VimpelCom and Kyivstar, while TeliaSonera AB (TLSN.SK) owns large stakes in Megafon and Turkcell.

Russian conglomerate Alfa Group has significant stakes in each of the companies that would be merged.
