outages at U.S. refineries as reported by Dow Jones Newswires. The
information is compiled from both official and unofficial refining
sources and doesn't purport to be a comprehensive list.
Motiva Enterprises LLC said that a wet gas compressor at its
Port Arthur, Texas, refinery experienced an emergency shutdown on
Dec. 29, according to a filing with the Texas Commission on
Environmental Quality. The company reported that charge rates were
reduced to help stabilize operations for the restart of the
compressor.
Chevron Corp. (CVX) said Thursday that it had received permits
to proceed with needed repairs to its Richmond, CA refinery to
bring the facility back to full production. A spokesman said these
were the last significant outstanding permits. The company still
expects the repair process to be completed in the first quarter of
2013.
Citgo Petroleum Corp. reported flaring at its Lake Charles, La.,
refinery Wednesday in a filing with the National Response Center
released Dec. 27. The 427,800-barrel-a-day refinery released
"various materials" from a coker unit due to unknown causes, the
filing stated. The company said the coker unit experienced a "minor
issue" that did not impact production.
Citgo Petroleum Corp. reported Dec. 27 that its west plant in
Corpus Christi is back to normal operating conditions after an
earlier report of a power outage. The refinery experienced an
electrical power "blip" that affected some operations, according to
an advisory with the Corpus Christi Local Emergency Planning
Committee that same day.
A spokesman for Valero Energy Corp. (VLO) said Dec. 27 that
there was no production impact from flaring reported at the
company's McKee refinery in Sunray, Texas.
Exxon Mobil Corp. (XOM) reported flaring at its Joliet, Illinois
refinery as a unit restarted from an unplanned shut down. The
flaring at the 238,600 barrel-a-day refinery was ongoing as of the
Dec. 26 filing with the National Response Center, which was made
public Dec. 27.
A power outage at Royal Dutch Shell PLC's (RDSA, RDSA.LN)
166,000 barrel a day refinery in Martinez, California causing
flaring there, according to a filing dated Dec. 25 with the
California Emergency Management Agency.
A unit of a Borger, Texas, refinery will undergo maintenance
from Dec. 25 to Jan. 8, according to a filing with state pollution
regulators. Work is scheduled to be done on fluid catalytic cracker
electrostatic precipitators. The Borger refinery, a joint venture
between Phillips 66 and Cenovus Energy, has a capacity of 146,000
barrels a day.
Exxon Mobil Corp (XOM) reported in a filing made public Dec. 22
that a "minor operational issue" at its Baytown, Texas refinery
causing flaring, but it had minimal impact on production. A
spokesman said the refinery would meet all its commitments.
Motiva Enterprises LLC will take a few more days to restart its
expanded refinery segment in Port Arthur, Texas, a person familiar
with the refinery said Dec. 22. The person had said Dec. 18 that
Motiva would take a crude distillation unit offline until Dec. 22
at its expanded refinery segment in Port Arthur, Texas, to continue
the repairs that had been ongoing for the past six months.
BP PLC (BP) said in a Dec. 19 filing with the Texas Commission
on Environmental Quality that it will perform routine maintenance
the fluid catalytic cracking unit No. 1 at its refinery in Texas
City, Texas.
CVR Energy Inc. (CVI) said a maintenance shutdown Monday at its
refinery in Wynnewood, Okla., caused hydrogen sulfide to be sent to
a flare for burning, according to a government filing made public
Tuesday.
Total SA (TOT, FP.FR) said Dec. 17 the sulfur-recovery unit
malfunctioned at its 232,000 barrel-a-day refinery in Port Arthur,
Texas, according to a government filing.
Marathon Petroleum Corp. (MPC) said on Dec. 15 a leak in an
unspecified piece of equipment at its refinery in Garyville, La.,
causing the unit to be shut down, according to a government
filing.
Phillips 66 (PSX) reported flaring caused by the loss of a wet
gas compressor at its Wood River refinery Dec. 12 in a filing with
the Illinois Emergency Management Agency. The refinery, in Roxana,
Ill., has a capacity of 328,000 barrels a day.
Valero Energy Corp. (VLO) reported a mechanical problem at its
Wilmington, Calif., refinery resulted in flaring Dec. 9, but said
production was not affected.
Valero Energy Corp. reported an upset at its Port Arthur, Texas,
refinery Dec. 9, but said there was no material impact to
production.
A Phillips 66 spokesman said Dec. 10 that recent planned
maintenance at the 146,000 barrel-a-day refinery in Borger, Texas,
had been completed. The company said Dec. 7 that it was shutting
down its Unit 29 fluid catalytic cracking unit at its 146,000
barrel-a-day refinery in Borger, Texas. Phillips 66 said it would
conduct work on Unit 29 after finishing working on FCCU No. 40,
which is now believed to be back online.
Alon USA Energy Inc. (ALJ) reported an upset in the fluid
catalytic cracker of its Big Spring, Texas, refinery on Dec. 9,
according to a report filed with state regulators.
Phillips 66 reported in government filings that a compressor
seal failed on a cracker unit at its Wood River refinery in Roxana,
Ill., on Dec. 8 leading to the release of hydrogen sulfide. A
company spokesman declined to comment.
Valero Energy Corp. reported flaring associated with starting up
the hydrocracker at its Port Arthur, Texas, refinery Dec. 7. A
company spokesman said the unit will be operational by the end of
the month.
Exxon Mobil Corp. (XOM) reported in a government filing Dec. 8
that an over pressuring incident at its Baton Rouge refinery
resulted in flaring there. The refinery has a capacity of 502,500
barrels a day.
BP PLC was planning maintenance at its 235,000 barrel-a-day
refinery in Carson, Calif., a person familiar with the refinery
said Dec. 7. The work on unspecified units would result in four
days of flaring starting Dec. 9.
Phillips 66 said Dec. 7 that it was shutting down its Unit 29
fluid catalytic cracking unit at its 146,000 barrel-a-day refinery
in Borger, Texas. Phillips 66 said it would conduct work on Unit 29
after finishing working on FCCU No. 40, which is now believed to be
back online.
CVR Energy Inc. reported emissions Dec. 7 stemming from
continuing maintenance at its refineries in Coffeyville, Kan., and
Wynnewood, Okla., according to a filing with the National Response
Center.
Tesoro Corp. (TSO) on Dec. 6 restarted an unspecified unit at
its 144,000 barrel-a-day refinery in Martinez, Calif., according to
a filing with state regulators.
Citgo Petroleum Corp. reported an upset at an unspecified unit
Dec. 2 at its 167,000 barrel-a-day refinery in Lemont, Ill.,
according to a government filing.
Hess Corp. (HES) on Nov. 29 said the process of restarting its
70,000 barrel-a-day refinery in Port Reading, N.J., is under way
and production is expected to resume by the end of the week. A
power dip on Nov. 27 caused the plant-wide shutdown, but didn't
damage any process units.
Shell Oil Company (RDSA) on Nov. 26 said a release of hydrogen
sulfide on Nov. 24 at its oil refinery in Martinez, Calif.,
necessitated reducing feed to an unspecified unit to diminish the
emission. A report to the California Emergency Management Agency
said a venting pressure relief valve had caused the release. The
company wouldn't identify the unit or comment on the status of
operations.
